В книге известных американских специалистов представлена оригинальная авторская концепция анализа причин и характера освоения сибирских регионов России в годы советской власти и после распада СССР в контексте политической климатологии — новой подотрасли современной науки политической экологии. С этой точки зрения книга представляет собой методологическую новацию. Авторы рассматривают вопросы развития «Русских Северов» в сравнении с опытом освоения арктических и субарктических регионов Канады, обнаруживая некоторые сходства и множественные различия, давая собственные оценки и объяснения причин проявляющихся процессов. В книге предложен один из наиболее полных и продуманных зарубежных вариантов понимания движущих мотивов, издержек и перспектив оптимального развития сибирских регионов в контексте общенациональных задач Российской Федерации.
