Институт государства (state), как он существует в наше время, обладает целым рядом свойств, которые мы считаем само собой разумеющимися. Государство является корпорацией в исконном смысле этого слова — обладает собственным юридическим лицом, отличным от личности правителей; включает в себя правительственный аппарат и совокупность граждан (подданных), но не совпадает ни с тем, ни с другим; имеет четко определенные границы и существует только при условии признания другими государствами и т. д. Но институт такого рода — довольно позднее явление в истории человечества, и нет никаких оснований считать его вечным. Мартин ван Кревельд, известный израильский историк и военный теоретик, описывает процесс зарождения, вызревания и расцвета государства-корпорации. Значительная часть книги посвящена кризису этого института, происходящему на наших глазах. Причина — в потере государством легитимности ввиду его неспособности исполнять взятые на себя обязательства по поддержанию правопорядка, защите от внешних угроз и обеспечению населения «социальными благами». Упадок государства может в обозримом будущем привести к радикальной трансформации всего современного мира.
