В своей книге Йоргенсен рассказывает о том, как формировались и развивались германские разведывательные службы. Рассматривает организацию сети нацистских шпионов и агентов, действовавших в Британии, Франции, Скандинавских странах и в Советском Союзе, их удачи и провалы, а также деятельность групп, «Красная тройка» и «Красная капелла», работающих на советскую разведку. Особое внимание автор уделяет противоборству разведок и тайной войне между двумя важнейшими фигурами разведслужб Третьего рейха, Рейнхардом Гейдрихом и Вильгельмом Канарисом.
