«Холодная война» начиналась с противостояния двух неравных по мощи сверхдержав. Хотя СССР был способен сокрушить ближайших европейских союзников США, американские бомбардировщики и ракеты могли стереть с лица земли его основные жизненные центры, в то время как сами США вплоть до конца 50-х гг. оставались неуязвимыми для контрудара. В своих расчетах каждая система исходила из того, что противная сторона хочет ни больше ни меньше как полного уничтожения своего оппонента-противника. При этом Запад рассматривал советскую внешнюю политику как своеобразный симбиоз стародавнего русского империализма со стремлением распространить влияние коммунизма в Европе. Москве приходилось отчаянно бороться за сохранение, а там, где это возможно, и расширение своей «странной», не похожей ни какую другую в мировой летописи, «империи».
