В условиях холодной войны факт обнаружения наибольшей распространенности СПИДа в США был использован советской пропагандистской дезинформационной машиной при помощи спецслужб Восточной Германии для создания мифа о том, что вирус СПИДа был создан искусственно по заданию высших кругов США в качестве нового страшного бактериологического оружия. В сентябре 1982 года руководство КГБ СССР приняло решение о противопоставлении «агрессивной позиции» президента США Рейгана своих «активных мер» (Andrew Ch., Gordievsky О. Instructions from the Center: Top Secret Files on KGB Foreign Operations. 1975—1985. London: Hodde and Stoughton, 1991. P. 589). В число «активных мер» было решено включить и дезинформацию, связанную со СПИДом. На эту тему появилась даже брошюра восточногерманского профессора Якоба Сегала с соавторами «О природе и происхождении СПИДа», которые в наукообразной форме сообщали (разумеется, без каких бы то ни было доказательств), что Пентагон проводил тайные эксперименты на базе Форт-Детрик по разработке биологического оружия, где якобы располагалась совершенно секретная лаборатория «Р-4» по исследованию генов. По данным этих авторов, каким-то образом вирус вышел из-под контроля и стал источником заболевания самих американцев. На базе этой брошюры в ГДР, СССР и других странах стали появляться «разоблачительные» популярные статьи о биологических происках американского империализма, якобы одобренных президентом Рейганом. Это был один из ответов советской пропагандистской машины на тезис Рейгана об «империи зла». Проблема была детально исследована на базе архивных источников американским историком Томасом Богхардтом (Boghardt Th. Operation Infektion: Soviet Bloc Intelligence and Its AIDS Disinformation Campaign // Studies in Intelligence. 2009. No. 4. P. 1-24).
