В некоторых научных дискуссиях такие категории, как «федерализм», предполагают более конкретное содержание, подразумевающее наличие определенных спецификаций и отсутствие других институциональных признаков и позволяющее отличать федерализм от понятий вроде конфедерализма. Но эти аспекты несущественны для целей этого исследования. Если я называю государство федеративным, я имею в виду только то, что оно соответствует определению, которое я сформулировал в этой главе и других своих работах.

Некоторые союзные республики, естественно, включали субъекты более низкого уровня, которые также были важными акторами в рамках советского федерализма, в частности автономные республики, автономные округа и автономные области. Многим из них суждено было сыграть важную роль уже в российском постсоветском федерализме.
